Annually, the City of Roanoke targets at least 51% of federal HUD funds received into neighborhoods or city blocks that qualify as having a majority of its residents as low to moderate income under HUD definitions. In 2015, the City identified an area known as the Melrose-Orange Target Area (MOTA) to be the targeted area to receive these funds. The boundaries of this area encompass 10th St. NW to the east, 24th St. NW to the west, Hanover Ave. NW to the north, and Loudon Ave. NW to the south. The intent of targeting a specific neighborhoods for the multi-year commitment of receiving HUD funds is to encourage private investment and improve the sustainability of the neighborhood. The general public including neighborhood residents, business owners, nonprofits, and other neighborhood stakeholders meet monthly to provide input and learn about the ongoing activities taking place in this targeted neighborhood.
