Applications & Plan Review Services

Tasks
The Building Safety Division performs technical building plan reviews on both residential and commercial construction projects requiring a plan and submitted through the Permit Center. Once the application and plans are processed and approved they are forwarded to us for the technical review for code compliance.

Plan Reviews
Plans are reviewed on a first come, first served basis and we strive to compete this review within ten working days after receiving the plans from the Permit Center. If the plans are not approved, comments will be forwarded to the applicant for a response and/or revision of the plans. Responses and revisions are reviewed on a priority basis and our goal is to respond within 5 working days.

Permits
Permit applicants need to be aware that a variety of factors affect the ability to obtain a permit and then regulate the requirements for construction. Some of these factors include whether or not the property is in a historic or neighborhood design district. Is the property in a floodplain or does it contain asbestos.

Contractors Needed

A licensed contractor is required to apply for and obtain a permit for the proposed work but the owner may do so, if qualified, by completing and filing an owner/builder affidavit with the application which indicates that he is not subject to licensure or certification as a contractor.

The contractor must provide proof that he has an appropriate state license and a city business license if needed. The permit applicant must also furnish satisfactory proof that the taxes or license fees required by the City of Roanoke have been paid.
